Congestion pricing in a road and rail network with heterogeneous values of time and schedule delay

چکیده
We analyse congestion pricing in a road and rail network, where the two modes are imperfect substitutes. On the road there is bottleneck congestion; in each train there is crowding congestion. We model two dimensions of preference heterogeneity; these two dimensions have opposite effects on the welfare impact of congestion pricing and lead to different distributional effects. The distributional effects also differ between road and rail. On the road, pricing is generally more beneficial with a higher value of time or schedule delay. In the train, pricing has no distributional effects or is less beneficial with a higher value. JEL codes: D62, H23, L11, R41, R48

متن کاملApplication of Particle Swarm Optimization and Genetic Algorithm Techniques to Solve Bi-level Congestion Pricing Problems
The solutions used to solve bi-level congestion pricing problems are usually based on heuristic network optimization methods which may not be able to find the best solution for these type of problems. The application of meta-heuristic methods can be seen as viable alternative solutions but so far, it has not received enough attention by researchers in this field. Therefore, the objective of thi...
متن کاملStrategies to Overcome Network Congestion in Infrastructure Systems
Networked Infrastructure systems deliver services and/or products from point to point along the network. Demand for the services provided by such systems is typically cyclic, creating inefficiencies in capacity utilization. Congestion pricing provides incentives to shift demand from peak time periods to lower demand periods. This effectively increases the capacity of the system without the need...
متن کاملWINNING OR LOSING FROM DYNAMIC BOTTLENECK CONGESTION PRICING? The Distributional Effects of Road Pricing with Heterogeneity in Values of Time and Schedule Delay
This paper analyses the efficiency and distributional impacts of congestion pricing in Vickrey’s (1969) dynamic bottleneck model of congestion, allowing for continuous distributions of values of time and schedule delay. We find that congestion pricing can leave a majority of travellers better off even without returning the toll revenues to them. We also find that the consumer surplus losses or ...
متن کاملCongestion Pricing: A Parking Queue Model
Drivers in urban neighborhoods who patrol streets, seeking inexpensive on-street parking create a significant fraction of measured traffic congestion. The pool of drivers patrolling at any time can be modeled as a queue, where ‘queue service’ is the act of parking in a recently vacated parking space and queue discipline is SIRO – Service In Random Order. We develop a queueing model of such driv...
